②直接找苹果客服https://getsupport.apple.com/products。国服自己icloud账户登录的话，最终还是会把问题转交给美国的客服，而且花费时间还长，所以建议直接美服登录，快的话当场解决，慢的话24h后解决。
具体过程：
通过下载Apple support，登录美服账户，选择 Apps &Services 下的 Billing & Subscriptions，选择Subscriptions & Purchases 选项，然后点击弹出对话框的Unable to purchase，随后点击该弹框的Continue。在弹窗后的Contact界面，选择Chat。2分钟之内会有客服与你发起对话，然后你用英语阐述问题：比如，purchases could not be completed. 然后问题解决！
为什么会限制应用内购呢？ 这个苹果设备之前登录过其他 apple id，下载了他们购买的设备；
余额不足，多次支付失败，会被认为盗刷，风控会拦截支付，导致支付受限。
如何解决？ 方案一：更换账单地址 请严格按我们提供的地址填写账单地址，尤其是姓名。
方案二：联系苹果客服 首先登录登录 Apple ID网页版 https://account.apple.com/ 然后访问 https://getsupport.apple.com/products
